Gustav Björkstrand white paper on Nordic research and innovation was published and debated during the last day of the Nordic Council‘s session in Oslo.

Sweden‘s Minister of education and research Thomas Östros presented the white paper to the Nordic Council. In a press meeting professor Björkstrand, who has written the white paper on request of the Nordic Council of Ministers, was optimistic concerning the vision of making Norden into a internationally leading and attractive research region by 2010.

The white paper presents concrete proposals as to how the Nordic region can reach its goal of becoming a leading research and innovation region in a global perspective.
-The prerequisite is that the Nordic countries reunite their resources, says professor Björkstrand. His concrete proposition is the establishment of NoFIR, the Nordic research and innovation council, from 1st January 2005. Among other things, Björkstrand recommends the inclusion of FPR and NorFA in NoFIR, as well as the combining of the secreteriats of NorFA and Nordic Industrial Fund.

A closer co-operation and co-financing can increase the annual Nordic reserach budget from DKK 150 million to 500-600 million.
