During the conference "Quality assessment in research training" arranged by NorFA and the Danish Research Agency on 3rd November 2003, Jacobsen pointed to the paradox of Denmark‘s objective of reaching 3% to research out of GDP, at the same time as the country is lacking people to till the new research positions needed.

The Ministry wants a concentration of PhD students in the fields that are already strong, similar to the situation in USA. However, one is aware that one has to react to the needs of the industry and other employers, that one has to provide a certain talent mass and that drop-out has to be kept at a low level.
