An evaluation of the Norwegian research training initiated by the Norwegian Council for Higher Education states a need for considerable changes and improvements of higher education in Norway.

Compared to other Nordic countries, Norway trains a limited number of researchers each year. The cadidates are also older when they graduate, and use more time.
