White papers in Sweden and Norway: Different levels of ambitions

Both Swedish and Norwegian governments have published white papers on research this past spring. However, the two countries differ in research investments, ambitions and problem diagnosis, says professor Hanne Foss Hansen in an article in magazine Forskningspolitikk.
Foss Hansen shows how the two countries are opposites in a Nordic context, for instance in research proportion of GDP. Compared to Sweden’s more favourable starting point Norway will have to perform a giant leap in order to fulfil its ambitions, Foss Hansen maintains.
