The process of elaborating MR-U‘s (Nordic Council of Ministers, Education and Research) whitebook on the Nordic countries as an internationally leading research region has started. During the meeting between the head of the working group, Gustav Björkstrand, and the Norwegian Research Council 25th March 2003 the Research Council stressed global competitiveness as one of the most important challenges.

The website forskningsradet.no reports that it is important, especially towards the EU, to communicate that the Nordic countries are an internationally leading region of research and innovation. The Research Council would prefer Nordic co-operation to be concentrated around a few areas where the Nordic countries can make themselves visible at the European arena, for instance through European Research Area (ERA).

The Research Council clearly sees the value of Nordic co-operation, not only regarding common use of infrastructure, but also within research training. They mention initiatives such as Nordic Centres of Excellence (NCoE) and Nordic graduate schools as examples. These are fields of priority for NorFA, both through the NorFA graduate schools in connection with NCoE and the NorFA graduate schools in the humanities and social sciences that are to be launched during 2003.
