Will make EU standard for scientific publications

An expert panel appointed by the EU Commission has proposed an European system to ensure easier access to the content of scientific articles.
Publication of research results is, according to the Commission, a pre-condition for further research, innovation and services. It is also a way of monitoring the quality of the research in question. Therefore the Commission wants to develop an effective and functioning system for scientific publication that rapidly delivers the research results to a wide audience.

The report from the expert panel proposes a number of recommendations, among other things to ensure access to publicly-funded research. EU Commissioner Janez Potočnik says:
"t is in all our interests to find a model for scientific publication that serves research excellence. We are ready to work with readers, authors, publisher and funding bodies to develop such a model."

All interested parties are invited to send feedback on the report’s findings to the Commission, to provide input for a conference on scientific publication to be held in autumn 2006.
