Governance and resilience under antagonistic threats in the NB8 region in times of complex crisis

Through a comparative analysis of governance systems, threat perceptions, civil society engagement and communication in Finland, Sweden, Norway, and Estonia, the project develops datasets, models, best practices, and policy recommendations for cross-border collaboration and proactive governance. Emphasising early stakeholder involvement and multilevel collaboration, KOMKRIS supports authorities and societal actors in strengthening total defence capacities and co-creating sustainable security strategies across the Nordic-Baltic region.

A central challenge KOMKRIS addresses is the fluid nature of antagonistic threats – how they are defined, by whom, and with what implications for democratic crisis governance. The project investigates how key authorities and societal actors conceptualise and prioritise these threats, and how agendas are shaped across national and institutional contexts. It analyses the legal and organisational frameworks that condition cross-sectoral collaboration, and identifies friction points, innovation drivers, and conditions under which resilience-enhancing practices emerge. The project clarifies how trust, accountability, and civic agency interact in co-producing effective crisis responses, while mapping communication practices that either support or undermine coherence and credibility. 

These dynamics are investigated through a multimethod approach, including document analysis, digital survey (SenseMaker), experimental approaches and collaborative scenario workshops with stakeholders. To ensure relevance and impact, key stakeholders are involved throughout the project – from conceptual design to policy recommendations. By combining interdisciplinary research with co-creation and comparative analysis, KOMKRIS enhances the Nordic-Baltic region’s capacity to respond to crises in ways that protect democracy, human rights, and social sustainability. By identifying blind spots, strengthening communication compatibility, and supporting democratic resilience, KOMKRIS delivers knowledge and tools that enhance the region’s capacity to respond to antagonistic threats in sustainable and democratic manners, contributing to the Nordic 2030 vision of becoming the world’s most integrated and resilient region.
